The Advisory Layer
A “Fleet plane” sits above one or more Constellations (hard failure domains) and is strictly advisory: it can aggregate summaries, provide placement hints, and do global quota accounting, but it is not allowed to command or block operations. This design preserves correlated-failure isolation while still enabling fleet-wide optimization, contrasting Kubernetes-style federation (coordination becomes load-bearing) with Borg's cell-scaling approach.
