Microsoft just made the agent runtime free — and kept everything around it

At Build 2026, Microsoft released its always-on work agent, Scout, built on the open-source OpenClaw runtime, making the OpenClaw runtime freely available. Microsoft plans to monetize the "control plane" services surrounding the runtime, including identity, governance, policy, auditability, and enterprise management, rather than the runtime itself.
